Does anyone deny that a private sector person, a "John Doe or Mary Roe" who facilitates a government sector person acting under color of law to victimize a citizen, or non-national, for that matter, is a conspirator in the victimization scheme?

Does anyone deny that when public officials use their public office to oppress, suppress and exploit a citizen thereby denying the victim their Constitutional rights of freedom of speech, substantive and procedural due process of the law, and equal protection of the law they do so "under color of law"?
